Action Strategy – Success Formula
Today, many International Media widely write that Uzbekistan has found a formula for successful reforms, which are praised by the international community as well. In particular, one of the famous magazines the «Economist» recognized Uzbekistan as a country of the year, where the economic reforms was carried out in a fastest pace in 2019.
Indeed, a country under the leadership by President Shavkat Mirziyoyev conducting wide-ranging reforms, uniting single goal, thanks to which society and economy builds in a new manner. Saying in other words, Uzbekistan is open country to the world. This idea is confirmed by changes in the tourism sector, achieved over a short period.
On February 1, 2019 in accordance to the «Strategy of actions in five priority areas of the development of the Republic of Uzbekistan in 2017-2021», a free-visa regime is established in 86 countries of the world. This step is risky, but inevitable in the current realities which resulted in increasing of foreign tourists to the country where peace and prosperity reign. In particular, last year 6.7 million foreign tourists visited Uzbekistan, which is 3.3 times more than in 2016.
President Shavkat Mirziyoyev during his address to the Parliament has announced 2019 «The year of active investments and social development» which was unanimously approved by the Legislative Body. The outcome of 2019 proved that this decision was correct.
Particularly, the last year, direct investment amounted to $ 4.2 billion, which is $ 3.1 billion, or 3.7 times more than in 2018. The share of foreign capital in the country’s GDP reached 37%.
For the first time, Uzbekistan received an international credit rating and successfully placed on the global financial bond market worth $ 1 billion. In addition, for the first time in 10 years, Uzbekistan’s position in the credit risk rating of the Organization for Economic Cooperation and Development has improved.
As part of the tax reform, the tax burden on wages is reduced by almost 1.5 times. The economy increased by 500 thousand during the year. The rate of value added tax is reduced from 20 to 15 percent.
Gold and foreign exchange reserves increased by $ 2.2 billion and reached $ 28.6 billion.
The Uzbekistan climbed 7 positions in the World Bank’s Doing Business ranking, and became 8th among 190 countries in terms of business registration, as well as one of the best reformer countries.
The procedure for the full payment of pensions to working pensioners has been introduced. The allowance for vulnerable and low-income groups in need of social support was doubled.
Large-scale work on construction and improvement was carried out in 479 villages, as well as 116 city mahallas under the framework Government’s programs «Obod Qishloq» (Prosperous Village) and «Obod Mahalla» (Prosperous neighborhood). 6.1 trillion soums were allocated for these purposes – 1.5 trillion soums more than in 2018.
New type of educational institutions – 4 Presidential and 3 Creative schools has begun to operate in the country in 2019. Along with this, 19 new higher education institutions were created, including 9 branches of foreign Universities. In collaboration with the leading Universities the training of cadres was put in place on 141 joint educational programs. 146,500 students were admitted in 2019 to universities in Uzbekistan, which is 2 times more than in 2016.
As 2020 have been announced as «Year of development of science, education and digital economy», the results will be even larger and more effective, which is going to be a logical continuation of the reforms launched last year.
Creating a stable and solid foundation requires educating young people in the spirit of patriotism and enlightenment. In a word, Uzbekistan is doing everything possible.
